Olufemi A. Peters
Vice-Chancellor of the National Open University
The Vice-Chancellor of the National Open University of Nigeria is Professor Olufemi Ayinde Peters, a Professor of Chemistry with emphasis on degradation and stabilization of polymers.
He was schooled at the University of Ibadan, the Ahmadu Bello University, Zaria, Nigeria and at the Victoria University of Manchester, Institute of Science and Technology, United Kingdom.
He has over 40 years of post-graduate experience in teaching, research, administration and management of higher education in general and in Open, Distance and e-Learning (ODeL) in particular. His work experience spans career roles at the Ahmadu Bello University, Zaria, (ABU), Nigeria; at the National Open University of Nigeria, including as visiting Professor to the Department of Chemistry, University of Lagos, Lagos and a five year tenured appointment at the National level as the Executive Director and Chief Executive at the Nigerian Stored Products Research Institute (NSPRI), Ilorin, Nigeria.
These roles have enabled him to demonstrate excellent scholarships in the fields of chemistry, polymer science and technology, agriculture and as well as in open and distance learning fields.
He is a Fellow of the distinguished Chemical Society of Nigeria (CSN), and a member of other professional bodies: The Polymer Institute of Nigeria (PIN); the African Council for Distance Education (ACDE); Materials Science & Technology Society of Nigeria (MSN), and the Institute of Public Analyst of Nigeria (IPAN). He had once served as a member of the Nigerian Economic Summit Group (2007).
He is widely travelled.
Sunday Adejoh Baba
SA to the Hon. Minister of Information.
Sunday Adejoh Baba, fildc, fnipr, is a distinguished public servant, scholar, and communication expert. He holds a B.A. (Hons) in English from Bayero University, Kano, an M.A. in English, and a Ph.D. in New Media Research. Joining the Federal Civil Service in 1992, he rose to the position of Director in 2017; holding various key roles, including CEO of the National Institute of Public Information, Acting General Manager of the National Theatre, and Director of Public Communications and National Orientation. An accomplished trainer and speaker, Sunday Adejoh developed and taught courses on New Media, Information Management, and Leadership, and has delivered numerous papers on Public Relations and Crisis Management. He is a Fellow of the Nigerian Institute of Public Relations and the Institute of Leadership and Development Communication. Following his retirement in 2024, he was appointed Special Assistant (Administration) to the Hon. Minister of Information.
Lateef Adekunle Adelakun
HOD of Mass Communication,(NOUN)
Lateef Adekunle Adelakun is an Associate Professor in New Media & Development Communication. He is currently the Head of Department of Mass Communication, National Open University of Nigeria (NOUN). Lateef was the immediate past Deputy Dean of the Faculty of Social Sciences in NOUN. He holds a PhD in Media Studies from University of Malaya, Malaysia. His multidisciplinary research effort focuses more on new media, development communication, communication theories, and media literacy. His contributions to research excellence are globally acknowledged. He has served as one of the UNESCO experts that developed curriculum and instructional materials for short certificate courses in Digital Media & Information Literacy. He also served as one of the UNESCO pedagogues for the short certificate courses in Digital Media & Information Literacy. His research works are well revered with a laudable progression of impact index. Lateef is dexterous in many social science research tools such as Endnote, Mendeley, NVivo and SPSS and he is a consultant in data analysis for researches in social sciences and humanities.
Sharon Adetutu Omotoso

Sharon Adetutu OMOTOSO is an Associate Professor in Media and Gender Studies. Currently at the Institute for Media Studies, Ruhr University, Bochum, Germany as an experienced researcher on the Alexander von Humboldt Fellowship, Sharon heads the Women’s Research and Documentation Centre (WORDOC) at the Institute of African Studies, University of Ibadan. Her works integrate the transdisciplinary field of Applied Ethics, Media/Information Literacy, Gender Studies, African politics and Philosophy. On these, she serves on editorial boards of scholarly journals and consults for international agencies including UNESCO, UN Women, NATO STRATCOM COE among others. She is widely traveled and has published significantly in her areas of research. Sharon is also a Research Associate with Institute for the Future of Knowledge, University of Johannesburg, South Africa.
José Manuel Pérez Tornero
Expert Group of UNESCO
José Manuel Pérez Tornero (born 1954) is a Spanish researcher and journalist. He is Professor of Journalism at the Autonomous University of Barcelona (UAB).
He is a former president of RTVE (Radio y Televisión Española/Spanish Radio and Television Corporation). He holds a Ph.D. in Communication Studies.
He was the director of the research group on Communication and Education (Gabinete de Comunicación y Educación) supported by the Autonomous Government of Catalonia. The scientific contribution of the group to research is well acknowledged internationally. Prof. Tornero promotes collaboration between researchers all around the world (Europe, South America, Mediterranean countries, Africa, USA, and other regions).
Since 2004, Prof. Tornero has been known as a prominent expert on media and digital literacy. The European Commission invited him to provide his expertise to this line of work in Europe and to join other researchers. He has been a member of the Expert Group on “Media Literacy” of the European Commission, and also of the Expert Group of UNESCO. He has participated in different studies related to the field, and he has developed projects and activities oriented towards the creation of a framework
Jane-Frances Obiageli Agbu

Professor Jane-Frances Obiageli Agbu is a distinguished academic with extensive experience in higher education and open and distance learning (ODL). She currently serves as an Adviser for Higher Education at the Commonwealth of Learning (COL), based in Vancouver Canada, where she supports commonwealth members states to design and implement innovative programmes geared towards the attainment of SDG4 “ensuring inclusive and equitable quality education and promote lifelong learning opportunities”. She holds a PhD and a master’s degree in psychology from the University of Lagos, and a bachelor’s degree in psychology from the University of Nigeria. She rose through the rank to full Professorship of Psychology in 2019 at the National Open University of Nigeria (NOUN), where she served in many capacities as Dean of Faculty of Health Sciences; Centre Director; Head of Department; Head of Open Educational Resources (OER) Unit. She also served in many committees and has been visiting scholar in many institutions. She held an International Council for Open and Distance Education (ICDE), Chair in Open Educational Resources (2017-2021); was a member of the Board of Open Education Global (OEG), 2018-2022; and a Laureate of the 2016 Open Leadership Institute of Creative Commons. Her collaborations with UNESCO are in the areas of OER and MOOC development for MIL and she currently serves as board member of the UNESCO OER Dynamic Coalition. Professor Agbu is from Onitsha, Anambra state, Nigeria and a mother of three.
Siwei Lyu

Dr. Lyu is a SUNY Empire Innovation Professor in the Department of Computer Science and Engineering at the University at Buffalo, State University of New York. He is currently the Director of UB Media Forensic Lab (UB MDFL) and the founding Co-Director of Center for Information Integrity (CII) of University at Buffalo, State University of New York and a Fellow of the Institute of Electrical and Electronics Engineers (IEEE), the International Association of Pattern Recognition (IAPR), the Asia-Pacific Artificial Intelligence Association (AAIA) and a distinguished member of the Association for Computing Machinery (ACM). His research interests include digital media forensics, computer vision, and machine learning. Dr. Lyu earned his Ph.D. in Computer Science from Dartmouth College and both his M.S. and B.S. degrees in Computer Science and Information Science, respectively, from Peking University, China.
